Republican Sen. Steve Oroho and Assembly Republicans Alison Littell McHose and Gary Chiusano, of the 24th Legislative District, said today’s report by the Office of the State Comptroller identifying over 200 people who are mistakenly enrolled in the Public Employee Retirement System (PERS) indicates that more work needs to be done in training local officials about the eligibility requirements that must be met in order to legitimately participate in the system.

The comptroller’s audit found that many local government entities are not in compliance with a 2007 state law that prohibits unqualified independent contractors from participating in PERS.

Last year, Oroho, McHose and Chiusano sponsored a bill (S-1392/A-2452) that was signed into law requiring officers who certify the eligibility of program participants in the Public Employee Retirement System (PERS) to undergo training in order to prevent pension and benefit fraud.

Legislation sponsored by Senator Steve Oroho (R-Sussex/Warren/Morris) aimed at eliminating a provision in state law that shortchanges rural school districts in state education aid has been approved by the Senate.

The bill, S-1832, eliminates the “geographic aid adjustment” that deprives certain districts of aid dollars based on a faulty assumption that operating costs are lower in rural areas of the state.

Oroho is proposing to amend S-1900, which increases funding to municipalities from the Energy Tax Receipts Property Tax Relief Fund, to guarantee that the monies are not used to increase municipal budgets.

In response to Thursday’s news report regarding the indictment of Elizabeth School Board President Marie Munn on charges of theft by deception and tampering with public records or information related to the free lunch program, State Senator Steve Oroho, Assemblywoman Alison McHose and Assemblyman Gary Chiusano, all R-Sussex, Warren and Morris, said much more is involved in this issue than allegations of fraud in the state’s free lunch program.

A State Auditor report issued in June that sampled 10 school districts indicated that state aid is increased between $4,700 and $5,700 for each student enrolled in the lunch program. The audit also found that 37 percent of students in the program were ineligible.

“Over the last two years, the DEP has undergone a significant change in working to become a more responsive, efficient and effective agency. Following testimony from Labor Commissioner Harold Wirths before the Senate Budget and Appropriations Committee, Senators Anthony Bucco, Kevin O’Toole, Steven Oroho, Joe Pennacchio, and Jennifer Beck remarked that the labor indicators presented to the committee show a marked turnaround for the state’s long term economic health.

Senator Anthony Bucco (R-Morris), Republican Budget Officer:

The Administration is to be applauded for putting the state’s unemployment insurance fund on the path to solvency more quickly than anyone expected. Oroho Calls for an End to Geographic Aid Adjustment in Budget

At today’s Senate budget hearing examining the State Department of Education, Senator Steve Oroho (R-Sussex-Warren-Morris) called for an end to the school funding formula’s nonsensical “geographic aid adjustment” that deprives public schools in his legislative district and other rural areas of the state their fair share of state education aid.

“Our school district costs are roughly equal to or more than school districts throughout the state, yet the School Funding Reform Act (SFRA) of 2008 adopted by the Corzine Administration penalizes us for a bogus assumption that it is significantly cheaper to educate a child in rural areas,” Oroho said. “As a result, our residents are faced with making up the cost differential via local property taxes. ZIP codes should not factor in the cost or quality of education in this state.”

A bipartisan bill sponsored by Senator Steven Oroho (R-Sussex-Warren-Morris) to lengthen the permit extension period by two years was moved today by the Senate Budget and Appropriations Committee making certain New Jersey does not experience wholesale project abandonments that would stop any job recovery dead in its tracks.

“This legislation is paramount for job creation and to preserve reasonable growth projects important to economic development in our state,” said Oroho. “Due to economic factors, many projects have been stalled. When our state economy is primed to reenergize, and we are seeing many encouraging signs, it’s important that these projects are ready to move in order to help facilitate our rebound.”
